I have chosen Doomfletch TS Deadeye as my 3.23 league starter. Now, we can get an additional secondary projectile from the gem, which is a huge buff. Unlike last league, I focused on defensive layers over damage, such as endurance charges, Flesh and Stone, 100% spell suppression and Decoy totem.

Choosing a good Timeless jewel is important. Search for onslaught first, then attack speed and increased damage nodes next.

I think I invested around 30 divs except Oriath’s End, but you may spend less if you are lucky with crafting.
