Looking for help with Vortex in SSFHC.

Go easy on me this is my first self-made build. I primarily play SSFHC, and I'd like to make my own build from scratch this time. Most of my characters have died so far, and I'm hoping this one will be safer with chill/freeze effects. Gear equipped is just crap random gear I have on one of my leveling toons.
