Haven't done one of these in a while since I mostly skipped the 3.16 league of PoE, but the self-cast buff and new atlas passive tree of 3.17 was enough to wrench me back for awhile (lol).

Originally, I was planning to make this a Crackling Lance build, but Storm Burst performed so well from the moment I got it as an interim option at Level 12 that I just kept it and shifted my build to accomodate it. Probably for the best since the mana cost of CL is extremely high if you also want good DPS.
