After the discussion in this last post, I tried chain hook of trarthus; and after some experimenting in and out of game, I want to lay most of it's main mechanics here.

The skill attaches chains to few nearby enemies, making them grant rage when hit. Then, when the chains break, it deals damage to these enemies and in an area around them. The AoE scales with current rage and is incredibly satisfying. Chains break in two ways: one is a really long duration/timer whose length is unknown neither on the skill or the wiki, and (maybe?) does not seem to be affected by modifiers to skill duration; the other is if the length of the chain grows too long (i.e. walking further away from chained enemies; about a screen's length). Since the damage is AoE, we can spawn our own enemies either through penance mark or writhing worms near the target, which will cause their own explosions of damage on chain break, doing many hits of damage to the initial target.

Only one chain can be attached to an enemy by the player at a time, but General's Cry mirages attach one chain each to the enemy, allowing one instance of damage per mirage warrior. The chains attached by mirage warriors from GC break when another wave of GC warriors spawn, necessitating a way to cast the warcry multiple times in succession, either with cd investment, Howlcrack, or Echoes of Creation. Since GC mirages spawn in a set interval, it is ideal to wait for all mirages to spawn before cracking their chains, minimizing time between each mirage and maximizing damage.

Ideally, when playing this skill without GC, the player would need a way to move in and out of chain-break range quickly. These are all the ways thought of so far: heavy scaling into knockback -- a movement skill to move in and out of range fast while recasting Chain Hook, be it flame dash of return or lightning warp etc. -- plain running away with high movement speed.

I rerolled a berserker I had leveled to test it. This is the best I could do with a really low budget using a doryani/wrath merc I had setup. This is a short video showcase of the mechanics of the skill in a t16 with <5div of budget: https://www.youtube.com/watch?v=I-5JPSHGmlw

pob used, with merc in config: https://pobb.in/AVjmwH5sOvHr

ideal low-mid budget + merc pob, around 2.5mil dps if played optimally with 1second between casts, can be pushed further with penance mark or writhing worms: https://pobb.in/ZaK7TX4JH1Da

I'm unsure if I will try to push this skill further. But, If anyone has any ideas or things to add / ways to scale dps or play the skill, please drop them below!
