Self-Chill lightning conduit league starter build. It needs the Call of the Void Ring, but completely playable without it.

Compared to my last explodey lightning conduit starter, it runs faster, is tankier, but has less damage and worse clear. It won't be able to start end-game boss farming on day 1-2, but I don't think that's a goal for most players.
