This was my league starter for 3.17 and was extremely cheap to gear for and farms T16s pretty easily.

With Obliteration Wand explodes and Pathfinders poison proliferation you have explodes proccing poisons and poison proccing explodes that will enable screenwide clear that scale off monster HP and instantly generating maximum plague bearer values which enables you to keep zooming.

With Gull + Shrine passives in the Atlas tree, we get lots of speed/AOE/defences and can zoom around with relative ease.

With Flagellant + Master Surgeon tech + Tactician we have easy flask charge generation and permanent uptime on flasks even on bosses.

This league, Vix Lunaris was buffed to having potentially 1700 armor and evasion. Coupled with the fact that it can be easily target farmed through the unique map Twilight Temple you can even run this build easily in SSF. The shield you see me run in this video? It's a Magna Eclipsis corrupted to 30% which cost me 18c.

For anyone who's currently running PCOC pathfinder and finding issues with its scaling or clear this build is a easy transition (the tree is 90% similar) and will cost maybe a minimum of 1 ex additional investment at most.
