I know having reduced effect of something can be overcome by the monsters having increased effect, but this has avoidance which shouldn't be affected, similar to elemental ailment avoidance. Also there is no monster modifier for stun effect/duration. The only relevant modifier I can think of reads "Always Stuns Enemies on Hit", which again shouldn't overcome guaranteed stun avoidance.
